The Supreme Court held that the Office of Ombudsman is not required to pay court fees when requesting review of a final decision due to injustice, may act on its own initiative for cases referred before the law came into force, and that execution of the judgment does not bar such a request. The objections raised by Karangwa were dismissed as lacking merit, and the case was set to proceed to hearing on the merits.
