Official source91.-(1) The President shall address the National Assembly at its first
address meeting and inaugurate it.
Parliament
Act No.15 (2) Subject to the provisions of subarticle (1), the President may, at any
of 1984 time, address the National Assembly or send to the House a communication which
Art.14 shall be read by a Minister.
