-(1) Without prejudice to other provisions of this Article, the

131.-(1) Without prejudice to other provisions of this Article, the Commission Parliament may enact a law pursuant to the provisions of this Chapter of this and procedures for its duties Constitution for purposes of prescribing provisions in respect of authority of the Act No.3 Commission, procedures for conducting its business and legal immunities for of 2000 Commissioners and employees of the Commission which shall enable them to Art.18 discharge their duties without legal constraints. (2) The Commission shall not inquire the following matters, for purposes of discharging its functions, that is to say - (a) any matter which is before a Court or any Tribunal; (b) any matter concerning relationship or cooperation between the Government and a foreign Government of any country or international organization; (c) any matter concerning powers of the President to award remission; or (d) any other matter that is mentioned in any law. (3) In any financial year, the Commission shall prepare and submit to the Minister responsible for human rights a report in respect of - (a) activities of the Commission in the preceding year; and (b) implementation of preservation of human rights in the United Republic, and, the Minister shall table before the National Assembly each report submitted to him as soon as practicable after receipt.
