Official sourceLegislation on local authorities The following shall be prescribed: (a) regulation of local authorities; (b) sub-structures and their relationships; (c) financial control and accountability of a local authority; (d) raising of loans, grants and other financial instruments by local authorities; (e) election of councillors; and (f) the effective implementation of this Part.
