EVMs must include, at minimum, specified analyses and an updated georeferenced map of intermunicipal boundaries. This provision sets general rules for splitting part of a municipality to join a neighboring municipality, prohibits creating a new municipality from that split, excludes interstate conflicts, and sets a 15-year period for such splits starting from publication. The state Legislative Assembly starts the municipal split process, arranges the viability study, and decides on the decree calling the local plebiscite; the regional electoral court then takes steps to hold the plebiscite. This provision says the supplementary law takes effect on the date it is published.
