This law sets the procedure for civil, commercial, labour, and administrative cases, and can also apply to other cases when no specific procedure law exists. A court may only accept a claim if the plaintiff has status, interest, and capacity to sue. Interested parties may begin an action, unless the law provides otherwise, and they may withdraw their claim before judgment or legal prescription.
