    Applying the statutory definition of "street" in s.2 Buildings Ordinance, the court held that the land immediately adjoining the metal carriageway (including verges with vegetation that do not preclude pedestrian or vehicular passage) forms part of the street for measurement purposes; accordingly the measured width exceeds 4.5 metres and the site is a Class C site under the Building (Planning) Regulations.
