    The Tribunal held that the phrase 'but disregarding the effect of this Ordinance' does not exclude admissibility of comparables agreed after the relevant date; prevailing market rent is assessed as the rent a hypothetical landlord and tenant would agree at the valuation date with the premises vacant and to let, and therefore hindsight (subsequent comparable lettings) is admissible under the Bwllfa principle.
