    Fair market rent under s.115(1) is the rent a property might reasonably be expected to fetch in the actual market, excluding atypical one‑off or non‑arm's‑length rents and disregarding the effect of the Ordinance; the Tribunal may not apply a general discount for a corporate "package deal" factor, tenant inertia is a market factor only where present in comparables and on these facts requires no substantial allowance, and disputed tenancy terms (duration, instalments, deposits, fittings, management charges) are fixed under ss.119I/J/K/M accordingly.
