    The District Court concluded ACC did not have a clear and sufficient basis to justify termination because most medical opinion (including later reports) supported a diagnosis of post concussional syndrome causally linked to the accident, cast significant doubt on the respondent's contrary expert, and therefore termination was premature; the appeal was allowed and the reviewer's decision quashed.
