Ratio Decidendi

Salimini Saidi was lawfully dismissed for serious misconduct in the management of state property under his responsibility, after being given an opportunity to respond to the allegations. The disciplinary sanction was proportionate to the seriousness and potential consequences of the misconduct, and the fact that he was not convicted in criminal proceedings did not preclude administrative sanctions. He was only entitled to damages for not being given a work certificate, as previously awarded by the lower court.
