The court held that, although the applicant met the formal requirements for rehabilitation and demonstrated good conduct, the gravity of the crime of genocide precludes the granting of rehabilitation. Rwandan law and international conventions treat genocide as an exceptionally serious, imprescriptible crime, and statutory restrictions remain even if rehabilitation is granted. Therefore, the application for rehabilitation was denied.
