The Court held that s.13(2)(a) authorised the Authority to impose a "not audible" night-time limit; construed to require inaudibility to a reasonable person (thereby excluding abnormal hypersensitivity) the requirement is sufficiently certain and reasonable, falls within the statutory power to abate the nuisance, and the Board's decision upholding the NAN was reasonable and must be restored.
