The tribunal accepted the expert comparable methodology with targeted percentage adjustments but adjusted the unit rates and floor-level rents where the evidence warranted distinction; for the 1977 list it fixed monthly rent at $600 leading to RV $7,200 for both 1st and 2nd floor flats, and for the 1984 list it fixed monthly rents by floor (1/F and 2/F $1,900; 4/F and 5/F $2,025; 8/F $2,075) and determined corresponding rateable values, ordering amendments and refunds where assessments exceeded those amounts.
