The Magistrate properly refused to issue private summonses because the allegations did not disclose any criminal offence and there was no material to suggest CCTV evidence existed or captured relevant conduct; failure to be cooperative did not constitute an offence and there was no good cause to issue summonses, and the Court of First Instance will not interfere with that exercise of discretion in the absence of error of law or procedural unfairness.
