The Court held that under the Regulations the Council takes control of complaints once submitted and a complainant's attempted withdrawal did not bar proceedings; the appointment of a legal officer under the Regulations was lawful; there was no special circumstance here creating a duty to give reasons; and because an adequate statutory appeal remedy existed judicial review was not the appropriate route — accordingly the application for certiorari was dismissed.
