The Tribunal accepted adjusted comparable evidence but modified the respondent's approach by recognizing greater detriment to certain floors and awarding lower rental equivalents for the 1977 list (determining $600 pcm exclusive of rates leading to RV $7,200 for 1/F and 2/F) and by adopting a unit rate of about $54 per sqm for 1984 with floor-specific adjustments, resulting in final rateable values: 1/F & 2/F $22,800; 4/F & 5/F $24,300; 8/F $24,900. Appeals against the Commissioner were allowed in part and dismissed for the first appellant in respect of the 1984 list.
