Section 23(1) deems existing licences to be licences under section 5 of the Amusement Game Centres Ordinance; consequently the Commissioner lawfully may invoke s9(2)(d) and s5(4)(a)(ii) to revoke licences originally granted under the Miscellaneous Licences Ordinance, and determinations as to fitness and consideration of mitigating facts are matters of regulatory discretion for the Commissioner and not questions of law for this court.
