Applicants, being non-parties, had no entitlement to inspect the supporting court documents absent cogent reasons to exercise the court's discretion under Order 63 r4(1)(c); the probable prospect of being interviewed by an inspector does not make them interested parties and natural justice does not require pre-appointment disclosure for an investigatory inquiry. The application to inspect was therefore dismissed for lack of merit.
