The application for leave was dismissed because there was no reasonable prospect of success: undisputed documentary evidence showed the bank had reasonable grounds under its service rules and statutory reporting obligations (Cap.455) to freeze the account; the plaintiff's late‑raised contractual/exemption arguments could not be entertained at the leave stage under established authority; and the security for costs was not excessive. Accordingly the strike‑out of the plaintiff's claim was upheld and leave refused.
