Sections 7 of the National Flag and the Regional Flag Ordinances are constitutionally valid because criminalising public and wilful desecration of national and regional flags is a limited restriction on freedom of expression that falls within public order (ordre public) as protection of collective interests and state symbols, and is necessary and proportionate to those aims; accordingly the convictions are restored.
