Because 'rent' in Proclamation No.15 of 1945 is limited to pecuniary rent, a person provided free lodging as part of employment is not a tenant or sub-tenant and therefore may be evicted under Article 5(1)(a); lawful possession by virtue of employment does not constitute a bona-fide claim of possession under a landlord.
