The court held that the General Guidelines expressly reserved to the Building Authority/CRC the discretion to decide whether and to what extent to interview candidates; given Mr. Chow's limited and outdated foundation experience CRC reasonably exercised that discretion in conducting a full interview and recommending a three-month deferral, and the decision was not capricious or unreasonable and thus judicial intervention was unwarranted.
