The Tribunal held the relevant date for valuation is when the Valuation List comes into effect (1 April 1977) and that evidence of actual rentals available after a Commissioner's projection is admissible under the Bwllfa principle; a projection may be revised on appeal where it is materially erroneous. The Commissioner erred as a matter of law by refusing to take into account known post-projection rentals, and the projection errors here (about 35%) were excessive; accordingly the appeals were upheld and rateable values adjusted to the agreed hindsight values.
