The Court held the trial judge did not misapprehend vital facts and reasonably balanced the relative culpability and causative potency of the parties' breaches of COLREGS; where a give-way vessel created the close-quarters situation by failing to take early and substantial action its fault may be greater than the stand-on vessel's subsequent errors, and appellate interference with such discretionary apportionment is unwarranted absent clear error.
