Because the trial is to be conducted in English, Official Languages r1(1) requiring certified Chinese translations applies only to trials in Chinese; the issues the accused raises about meaning concern his subjective understanding at the material time and are matters for evidence and jury assessment rather than resolved by certification; translations had been provided and certification is not necessary to prevent disputes or assist an English jury. Therefore the application for certification is refused.
