Seizure and detention of the VCDs and DVDs were lawful: officers had some foundation for believing the seized discs were infringing (information from Japanese broadcasting delegations and admissions about purchase), so s122(1)(b)(i) justified seizure and continued detention; electronic equipment, display fixtures and takings were properly seized as items likely to be evidence under s122(1)(b)(ii); allegations of a collateral policy to close down businesses were unsupported; judicial review dismissed with liberty to restore limited to unresolved items (empty boxes and fax machine).
