Although conspiracy to pervert the course of public justice is serious, on the facts—prolonged but carried out in the context of knowing connivance by hawker control officers, the appellant's personal mitigation (age, health, cooperation, good character, early plea) and the nature of the underlying minor offence—the appropriate outcome was to allow the appeal in part and suspend the two month prison sentence for 12 months.
