The Court held that the IO's refusal to grant consent to keep dogs was a contractual exercise of discretion judged by a reasonableness standard; given the DMC prohibition, repeated warnings and history of nuisance the refusal was reasonable and the appellants failed to show non‑exercise or unreasonable exercise of discretion, so the appeal is dismissed.
