The court ruled that Professor Wang's evidence about measures imposed or proposed by the United States is relevant and admissible to assist the court in determining whether those measures constitute sanctions, blockade or hostile activities (SBHA) for the purposes of NSL s29(4); the defence comity objection is rejected because comity does not preclude inquiry where foreign acts aim to influence Hong Kong and foreign law may be established by expert evidence; admissibility (not weight) is decided at this stage and the reports are admitted as to the US.
