The percentages set out in Clause 13 are fixed and fundamental; Clause 14 does not, by its terms, confer power to vary those percentages and must be read subject to Clause 13 (and Clause 15 which requires increases to be borne in the ratio set out in Clause 13); to hold otherwise would produce a nonsensical result and unacceptable discretion for the manager.
