The judge erred in adding as plaintiffs persons who had never applied for judicial review; Order 53 and Order 28 do not permit treating non-applicants as if they had applied or as if a writ had been issued, and joinder of such parties bypasses the required leave procedure, so the order adding the class 1(c) parties must be set aside.
