No exceptional or strong reasons existed to reopen the judgment; plaintiff's failure to pay Government rent meant FTC was not obliged to pay profits and reconsideration was refused. Pre-judgment interest should be compensatory at commercial rate and, absent contrary evidence, fixed at HSBC prime plus 1% per annum; interest was disallowed for July 2008 to June 2009 due to delay but otherwise awarded from specified deposit dates.
