Leave to apply for judicial review was refused and no extension of time granted because (1) the substantive grounds were unarguable or improperly directed at a Director's decision rendered no longer reviewable after appeal to TCAB; (2) the remaining grounds were generic, vague and lacked particularisation and therefore failed the realistic prospect/arguability threshold; and (3) the application was unduly and substantially delayed (approx. 29 months) without a credibly valid explanation, such that there was no good reason to extend time.
