The Court held the District Officer did not misdirect himself nor fail to take relevant considerations into account: he asked the right question, took reasonable steps (examined notices and minutes, invited objections, offered meetings), there was no proven customary rule of unanimity presented to him, the discrepancy in notices was not sufficiently material to invalidate the meetings, and therefore his approval of the managers was lawful and the appeal was dismissed.
