Leave to apply for judicial review is refused because the applicant failed to comply with the mandatory Form 86 requirement and, on the merits, AAB applied correct legal principles and made reasonable factual findings that the data access request was not sufficiently precise and that the OGC report was privileged and not waived, so there is no basis for judicial interference.
