On true construction s19(1) does not mandate written notification where a data user does not hold the requested personal data; the word 'inform' in s18(1)(a) bears its ordinary meaning which includes oral communication, the statute expressly requires written notice in other enumerated situations but not here, and public policy and the presumption against doubtful penalisation support allowing verbal notification.
