The court held that 'such coverage limitation' refers only to the Roofed-Over Area Limit (area not height); the Ground Floor is a storey but Limb 1 exempts properly accessible car ports from being counted towards the Ten-Storey Height Limit even if not used solely for car ports; the Proposed Toilets (approx 8.5 sqm, ~0.7% of Ground Floor) do not change the character of the Ground Floor as 'properly accessible car ports' and therefore the Defendant must permit construction subject to Building Authority and other approvals.
