Petitioner failed to show a reasonable prospect of success under s63A(2) because the access orders were conditioned to require respondent to be off duty or on leave and assisted by his mother or helper, the court is not bound by the SWO recommendations and retained discretion to make the access and supervision orders in the child's best interests; therefore leave to appeal and the stay were refused and costs were awarded to the respondent.
