Where a Demolition Order has not been complied with and the applicant has posted notices as required by s.27(2), the District Court must grant a Closure Order under s.27(1)(a)(ii) to enable the Building Authority to carry out works it is empowered to do; the District Court cannot in those proceedings question the validity of the earlier Demolition Order, and the rooftop structures in this case formed part of the main building and therefore were "buildings" under s.2(1).
