The appellate court held that the Magistrate's sentence and starting point were not excessive because the appellant played an active, not merely naive, role: she opened and operated two accounts (one in her name and one company account), received international remittances from multiple jurisdictions and personally withdrew laundered funds. The definition of "dealing" under Cap.455 includes receipt so the stopped cheque (Charge 5) is properly counted in the total. Delay was minimal and did not justify more than a very small discount.
