A single frame that forms part of a sequence or instalment in a comic book is not an 'article' within the Ordinance; the relevant 'article' is the discrete story or instalment as a whole and the Tribunal must consider the entire sequence and the mandatory s10 factors when classifying; accordingly the Tribunal's classification of the half-page frame was wrong and the appeal is dismissed.
