The phrase 'for the purpose of publication' in s21(1)(c) of Cap.390 is not limited to publication in Hong Kong; articles imported into Hong Kong for the purpose of publication abroad fall within the statute and may be seized and forfeited where there is reasonable suspicion of an offence.
