The magistrate correctly applied established authorities on the meaning of 'operator', and on the facts—video surveillance, appellant's admission and the collection of commission—was entitled to infer appellant was an operator; the phrase 'acting on information' was neutral and admissible and did not render the conviction unsafe, therefore the appeal is dismissed.
