Assuming for present purposes that the Director's section 13E(1) orders and the Secretary for Security's section 32(4)(a) authorisations were valid, the judge held that the public interest in ensuring the continuation of a major criminal trial and the demonstrated importance of the respondents' evidence justified making further short successive detention orders under section 32(4)(b) for most respondents; three named respondents were exempted and the jurisdictional and intent challenges were reserved for future hearing where the Director may give evidence.
