The Tribunal's findings were quashed because the Chairman and counsel engaged in a pattern of private meetings, acceptance and elicitation of evidence outside public hearings, and counsel materially assisted in drafting and influencing findings, thereby breaching open justice and fairness and effecting an unlawful abdication/delegation of the Tribunal's judicial function which fatally undermined the integrity of the decision.
