The Commissioner's decisions authorising police officers to give evidence and provide copies of witness statements were susceptible to judicial review but, on the facts, the Commissioner acted intra vires in authorising disclosure; police giving evidence before a private club's disciplinary committee would do so as private citizens; accordingly the High Court order restraining disclosure was discharged.
