For trafficking involving more than 600 grammes of salts of esters of morphine the sentencing judge was entitled to adopt a 25-year starting point; 20 years is not a ceiling, the statutory maximum of life is the only cut-off, and the 17-year sentence after a one-third discount was not manifestly excessive.
