The Court held that the applicants were not entitled to any further hearing than that already afforded; the 1951 Convention had not been extended to Hong Kong and could not be relied upon as domestic law; the UK reservation to ICCPR Article 13 precluded an enforceable right of review/representation in Hong Kong; natural justice cannot be used to contradict clear legislative intention embodied in the Immigration Ordinance; there was no evidence the Removal Orders were a sham or disguised extradition, and no demonstrable prejudice from joint consideration, therefore appeals dismissed.
