    Despite recognising significant and largely unexplained delay in bringing the four ex parte applications, the Court concluded that the delay did not, on the material before it, establish that leave must be refused. The Court held that leave is a filtering discretion and that delay-related prejudice and abuse-of-process arguments are fact-sensitive and can be properly assessed at the substantive hearing; given the seriousness of the alleged breaches and the existence of a prima facie case, leave to apply for committal should be granted with directions and anonymity orders, with costs reserved.
